Description

The On-Scene Coordinator (OSC) Course is designed to equip participants with the skills necessary to fulfill the role of an On-Scene Coordinator (OSC) for maritime and aeronautical search and rescue (SAR) incidents, as outlined in the IAMSAR Manual, Volume III. This course assists in meeting the SAR obligations established by the International Convention on Maritime Search and Rescue, 1979, and the SOLAS Convention, 1974.

Spanning five days and divided into two parts, the course begins with a three-day Basic level. Here, participants engage in lessons and simulations covering emergency response strategies, coordination of SAR operations, and initial action by assisting facilities, suitable for those new to SAR duties. The subsequent two-day Advanced level consists of lessons that further develop skills necessary for professional OSC duties, using practical applications through simulator exercises.

This structured approach not only introduces the organization of SAR services but also focuses on enhancing decision-making capabilities and on-scene coordination through immersive simulation, preparing participants for any SAR scenario.

Objectives

  1. Understanding International SAR Frameworks:
    • Study the international legal foundations of SAR services, including the IMO SAR Convention and the SOLAS Convention.
    • Familiarize with terminology and basics as outlined in the IAMSAR Manual Volumes I-III.
  2. Roles and Responsibilities:
    • Define the roles and tasks within the SAR service, focusing on the On-Scene Coordinator (OSC), Aeronautical Coordinator (ACO), and Maritime Rescue Coordination Centers (MRCC).
  3. Coordination Skills:
    • Communication techniques specific to SAR operations.
    • Understand and apply drift factors for a search and rescue plan
    • Understand the different search patterns and their effectiveness
    • Coordinate an effective search and rescue mission
  4. Command and Control:
    • Implement the OODA Loop (Observe, Orient, Decide, Act) for dynamic decision-making in SAR situations.
    • Engage in basics of Crew Resource Management to enhance team effectiveness.
  5. Documentation Skills:
    • Learn what to document during SAR operations and understand the importance of thorough documentation.
  6. Simulator Training:
    • Apply course content practically through structured simulator sessions, which increase in complexity to enhance learning.
    • Reinforce theoretical knowledge through table-top and the use of the simulator.
